The Tribal Council voted on March 6th to approve the proposed construction budget for the tribe’s new cultural center to be built on the site of the old mound museum at the entrance to the reservation in Marksville.
The project will be financed from a variety of sources: $1.5M in tax revenues collected from the
Paragon Hotel and Gift Shop venues, $1.5M in HUD grant funds, $3.5M --USDA Direct Loan (at 4% for 40 Years), $3.5M--traditional bank USDA guaranteed loan (at 9.03% for a blended loan rate of 6.7%), a tribal match of $1.9M , for a total project cost of $11.9M.
Tribal officials met with representatives from the USDA the day before and for the first time, the agency appears ready to move on arranging the loans on their side. USDA agents suggested that the loans could close within 60 days meaning that construction could be underway by late spring, early summer.
